Russian President Vladimir Putin in March proposed to the U.S. a restoration of diplomatic, military, and intelligence channels between both countries after relations were frayed following Russia's military interventions in Ukraine and Syria, BuzzFeed News reported Tuesday.

Putin sent one of his diplomats to the State Department to deliver the message, and asked it be implemented immediately, according to a document obtained by BuzzFeed. Several meetings came as a result of the proposal, including "special consultations" to discuss ongoing issues, including the Iran nuclear deal, Afghanistan, Ukraine, and North Korea.

"This document represents nothing less than a road map for full-scale normalization of U.S.-Russian relations," Andrew Weiss, the vice president for studies at the Carnegie Endowment for International Peace, told BuzzFeed.

The document also asked for military and diplomatic channels set up under former President Barack Obama's first term in office be reopened.

The report comes to light as U.S. relations with Russia continue to be scrutinized as congressional committees and a special counsel investigate interference in the U.S. 2016 election by Russia and potential collusion between Russian officials and members of President Donald Trump's campaign team.
