NY Times: Russia Boosting Submarine Presence, Raising Tensions

Russia has increased its submarine fleet, raising tensions with the West as it patrols the Baltic Sea and has fired missiles into Syria, The New York Times reports.

Russia isn't threatening to surpass the United States in submarine power, the Times notes – it has 45 total attack subs with about two dozen that are nuclear-powered and 20 that are diesel-powered, compared to the 53 nuclear attack subs the United States has among a fleet of other nuclear submarines.

But Russia's stepped-up patrols show the Kremlin has an interest in submarine warfare, and it has invested in quieter and better armed vessels.

The added sub patrols have the U.S. military seeking more funding since it will require more American patrols to monitor Russia's actions.

"We're back to the great powers competition," Adm. John M. Richardson, chief of naval operations, told the Times.

Western and American officials said Russia fears being hemmed in.

"I don’t think many people understand the visceral way Russia views NATO and the European Union as an existential threat,"Admiral Ferguson told the Times.
