There needs to be a watchdog over special counsel Robert Mueller as he carries out the investigation of Russia's meddling in the presidential election, Rep. Jason Chaffetz said Sunday on Fox News' "Sunday Morning Futures."

"Just because you are a special counsel doesn't mean you go unimpeded," said Chaffetz, a Utah Republican who was the former chairman of the House Oversight Committee. "There needs to be someone looking over the shoulder of the special prosecutor as well."

The congressman said that although Mueller has great credentials, he thought there never should have been any special counsel on the matter in the first place.

But now that there is a special council, "someone has to be a watchdog on that," Chaffetz emphasized.

Mueller, who was appointed special counsel after President Donald Trump's decision to fire former FBI Director James Comey last month, has been criticized for his appointments to the investigation, which include several people who have donated to Democratic causes.

"There's no balance here," Chaffetz said. "Do you really think you're going to get a fair and honest hearing…. that doesn't sound like a very balanced approach."

When asked what should be done, Chaffetz said that the various congressional committees with the ability to supervise the activities of the special counsel and his team should be active in doing so.

He also pointed out that an inherent problem Congress faces when it tries to be watchdogs over special investigators is access to subpoenas, because they must come from the Justice Department themselves.

"That's where they actually do the enforcement," said Chaffetz, who is resigning his seat in Congress at the end of the month. "There should be a mechanism where actually Congress can work with the judicial branch and expedite their way to bring these people if they do not comply with the subpoena."
