Texas Gov. Abbott Mandates Masks Amid Virus Surge in His State

Abbott, who had pushed Texas' aggressive economic reopening in May, had previously said the government could not order Texans to wear masks. His prior orders undercut efforts by local governments to enforce mask requirements.
