China to Make it Easier to Bring Lawsuits

The Chinese government will make it easier for people to lodge lawsuits, state media said on Wednesday, as part of efforts to boost the rule of law and instil public confidence in the legal system.

As long as the case is filed in accordance with the law, it should be registered on the spot and hence the judicial process starts, the official Xinhua news agency said, citing the new rules.

Courts previously generally reviewed a variety of documents connected to the lawsuit before deciding whether to accept a case, the report said.

"Few members of the public are legal experts. Excessively complicated procedures left them with an impression that it's difficult to bring a suit to court," it added.

However, people who abuse the system when lodging lawsuits will receive harsher punishment than previously, Xinhua said, without elaborating.

The ruling Communist Party held a key meeting last year to improve the rule of law, reflecting worries about rising social unrest.

Anger over land grabs, corruption and pollution - issues often left unresolved by courts - have resulted in violence between police and residents in recent years, threatening the stability the party is so keen to maintain.

Judicial corruption and a series of miscarriage of justice scandals has also sapped confidence in the system.

Despite the legal reforms, Chinese President Xi Jinping's administration has shown no interest in political change and has detained dozens of dissidents, including lawyers.

The party has also given no indication it will grant the judiciary complete independence. Courts generally do not challenge party accusations in high-profile and sensitive cases involving corrupt officials or dissidents.
