Sen. Kaine: Obama Will Give 'Crisp Definition' of ISIS Plan

Sen. Tim Kaine said he expects President Barack Obama to give a "crisp definition" of the plan for the United States to combat the Islamic State (ISIS) in his address on Wednesday, and explain what part allies will play in the process.

"I think some signs coming out of the White House are now very positive that there'll be a crisp definition of the mission, and, especially, the work that's been done to try to bring partners together," the Virginia Democrat told MSNBC's "Morning Joe" on Tuesday.

Kaine said he could "absolutely" support airstrikes against Syria, but maintained he wanted to also hear what the timing would be for U.S. participation in the effort.

"I need to hear the limitations, both the kind of action that is contemplated, airstrikes, and some sort of suggestion about the timing, how long this is going to take. We've heard it may be a few months. We've heard it may be a few years," he said.

Should the endeavor against ISIS be a long-term effort, Kaine said Congress should be involved in the process, adding that it was necessary if the focus went beyond "just protecting American lives at the embassy."

"What I really want the president to do tomorrow night . . . is for him not to just tell Congress what's up, but to actually seek Congress' approval, as the Constitution contemplates for this action," he said.
