The family of Sandra Bland — the African-American woman who committed suicide in her jail cell after being arrested for a minor traffic infraction — says it has settled a wrongful death lawsuit with a Texas community for $1.9 million.

Waller County will pay most of the settlement, with the Texas Department of Public Safety kicking in $100,000.

The county has also agreed to changes in its jail regulations, the family's lawyer Cannon Lambert told CNN. Bland's jailhouse booking papers reveal she told a guard she previously tried to kill herself.

Bland, 28, was pulled over on July 10, 2015, for failing to signal a lane change and then arrested after an expletive-filled argument with Texas State Trooper Brian Encinia.

Three days later, she was found hanging from a noose fashioned from a trash bag. A medical examiner ruled the death a suicide.

But authorities were criticized for the handling of the case after video of the confrontation went public — one that turned out to be edited.

U.S. Attorney General Loretta Lynch said Bland’s death demonstrated why many black people have negative feelings toward police.

"It highlights the concern of many in the black community that a routine stop for many members of the black community is not handled with the same professionalism and courtesy that other people may get from the police," Lynch told ABC News' Pierre Thomas.
