The Obama administration will reportedly unveil a plan to reinstate — at least temporarily — a program that will provide inmates at state and local prisons with grants to help with college expenses.

Designed for low-income students, Pell Grants do not have to be repaid. Prior to 1994, inmates could be awarded the grants and use the money to help pay for books and other expenses.

Two weeks after President Barack Obama became the first president to visit a U.S. prison, his administration will announce this week that it is bringing Pell Grants for prisoners back, the Wall Street Journal reports.

"The administration believes equipping incarcerated individuals with the skills they need to successfully re-enter the community is one of the most powerful and cost-effective methods to ensure they avoid future contact with the justice system and become productive members of society," an official from the Department of Education told the Journal.

Congress will have to give its approval if the administration wants to make the reinstatement permanent.

As of Tuesday evening, a page on the Department of Education's website talking about Pell Grants said inmates in state and federal prisons are ineligible for the program.

In May, it was reported that the Obama administration was tossing around the idea of restoring inmates' access to Pell Grants.

Rep. John Kline, a Minnesota Republican and the chairman of the House Committee on Education and the Workforce, said in a statement that he is concerned about the White House's decision to go around Congress to test the program on a trial basis.

"Unfortunately, the administration has chosen once again to stifle an important debate by acting unilaterally and without regard for the law," Kline said.

Student loans and Pell Grants, meanwhile, are one of the reasons why college costs continue to soar every year, Bloomberg reported earlier this month.
