The House approved legislation on Thursday that creates guidelines to block access to pornography on federal government computers, according to The Hill.

"It's kind of ridiculous that we have to legislate this, but it is such a pervasive problem in our work on the Oversight and Government Reform Committee," panel's chairman Rep. Jason Chaffetz said. "We have heard numerous examples of this problem."

Chaffetz, R-Utah, cited one example of an Environmental Protection Agency employee found to be watching hours of porn every day while at work. The employee viewed an average of two to six hours of pornography per day, according to CIO.

The bill, called Eliminating Pornography from Agencies Act, includes an exemption that would allow access in case of a government investigation.

The bill passed 241-181 and included other government oversight reforms. The Democrats who voted against the bill said other provisions could be used to block due process for government employees, including making firing decisions final if they are not acted upon within 21 days.

Republican Rep. Tim Walberg of Michigan said the bill would make it simpler to remove those found to be abusing their position, reports The Hill.

Democrats who opposed the law said it would bog down implementation of laws by Congress and would add unnecessary layers of judicial review.
