California Fails to Meet Gov. Brown's Water-Cut Standard

California's effort to conserve more water in the face of a severe drought has failed miserably to meet the goals set by Gov. Jerry Brown.

Water consumption went down by 3.6 percent in March in the Golden State from where it was in 2013, according to the State Water Resources Control Board, The Los Angeles Times is reporting.

While that is slightly better from the 2.8 percent drop in February, it is still far below the 25 percent mandatory cut ordered by Brown on April 1.

The board said that the total amount of water saved since the summer is 8.6 percent.

Emergency regulations are expected to be adopted at a hearing the board is holding on Tuesday in an effort to make sure that California makes the 25-percent cut required by the governor.

Max Gromberg, staff scientist for the water board, told The Times that "it's really just about reducing the amount of time irrigation is going on."

Gromberg explained that 80 percent of the water used by residences in the summer months is for the outdoors and 70 percent of the water supplied by local agencies is used by residences.

Some of the things that California residents can do is monitor their sprinkler systems for leaks, water less frequently or even tear out their lawns. Inside, home owners can also opt for more water efficient toilets and appliances, he said, adding that there will be programs to motivate residents to make some changes, such as "more appliance rebates" and "turf removal rebates."

They will also monitor local water agencies closely and hold regular meetings with them until they meet their targets. The amount of water each water district must save varies, depending on the consumption in that city, with some cities needing to cut back by as much as 36 percent.

While the agriculture industry in California consumes 80 percent of the state's water, it was exempt from Brown's executive order.
