The Washington Examiner's Byron York says Congress has the ability to prevent President Barack Obama from moving forward with his executive action on illegal immigration.

"For proof, look no further than the 1,695-page spending bill passed by Congress over the weekend," he writes.

York, the Examiner's chief political correspondent, counts more than 450 occasions in which the so-called "cromnibus" measure says that "none of the funds" can be spent for one purpose or another — clear displays of the determination of members of Congress "to dictate how money can and cannot be spent."

The dictates include an extraordinary amount of detail. The Department of Agriculture, for example, cannot close or reorganize farm Service Agency county offices if that action results in an office with two or fewer employees unless specifically approved by Congress. The Bureau of Prisons may not use funds "to purchase audiovisual or electronic media or equipment to rent or purchase audiovisual or electronic media or equipment used primarily for recreational purposes," York writes.

Limitations also include language dealing with 9/11 terrorist mastermind Khalid Sheikh Mohammed: "None of the funds appropriated or otherwise made available in this or any other act may be used to transfer, release, or assist in the transfer or release to or within the United States, its territories, or possessions Khalid Sheikh Mohammed."

The phrase "in this or any other act" is "about as definitive as can be," York writes. "It's why Guantanamo Bay remains open when the president and top leadership of the executive branch want to close it."

The same principle applies to the Obama immigration order, under which federal offices will award illegal immigrants things such as Social Security numbers, work permits and transfer payments.

Given all the routine restrictions placed on federal actions in the giant spending bill, York asks, "does anyone believe Congress cannot limit what the president does on immigration?"

York answers his own question: "If they choose, they can stop Obama cold."
