New York state Gov. Andrew Cuomo’s administration on Wednesday announced a ban on hydraulic fracturing, or fracking, citing health risks.

State officials said the controversial natural gas extraction method could cause air and water contamination.

The decision came during a year-end cabinet meeting convened by Cuomo in Albany, during which acting state health commissioner Dr. Howard A. Zucker said that fracking is associated with “significant public health risks” and that there is insufficient scientific evidence to affirm the long-term safety of the practice, The New York Times reported.

“We cannot afford to make a mistake,” Dr. Zucker said, according to the Times. “The potential risks are too great. In fact, they are not even fully known.”

The ban comes at the recommendation of Zuker and Environmental Commissioner Joe Martens, to whom Cuomo said he would defer, The Associated Press reported.

The Department of Environmental Conservation will put out a final environmental impact statement early next year before a formal order prohibiting fracking is issued.

A moratorium on the drilling technique has been in place in the state since a review began in 2008. Proponents of fracking have touted the economic benefits of the practice. But Martens said those benefits are lessened by the low price of natural gas, the high local cost of industry oversight and the large areas that would be off-limits to shale gas development, the AP said.
