The collapse of an overpass in Kolkata, India on Thursday killed at least 15 people, authorities told CNN, while more than 100 are still missing.

Kolkata police said the incident happened in a bustling commercial area near the city's center. 

Girish Park, near the accident site, is one of Kolkata's most densely populated neighborhoods, reported the BBC News. The 1.2-mile overpass had been under construction since 2009 and missed several deadlines for completion, Reuters noted.

"The condition is pathetic," Raichand Mohta, a police officer at the scene told Reuters. "At this moment no one has any clue how many people are trapped."

Reuters said firefighters and residents initially used their bare hands to rescue those trapped under the metal-and-cement structure that came down.

"These are chaotic scenes, as officials are desperately trying to clear the area, worried that the rest of the flyover may collapse," BBC News reported. "They are trying to bring in equipment to clear the rubble and rescue those who may be under it. But the proximity of the buildings may limit the access for heavy lifting equipment to the area. It is a race against time and the death toll may rise. A rescue official said there were buses trapped."

Agence France-Presse reported that emergency workers tried to transport cranes and other large machinery through narrow streets to the incident site where locals waited words about those who were trapped and missing.

Maj. Gen. Anurag Gupta of India's National Disaster Management Authority, told CNN that rescuers had managed to pull at least 71 injured people from the wreckage.

India's Prime Minister Narendra Modi issued a statement on Twitter.
