Sen. Joni Ernst of Iowa said she will "come out swinging" during her speech at the GOP convention Monday night.

According to The Des Moines Register, Ernst, who is scheduled to speak at 10:36 p.m. Eastern Time, hosted a reception for the Iowa delegation at Cleveland's Rock and Roll Hall of Fame on Sunday.

Invoking the latest terrorist attack in Nice, France, Ernst charged that the rise of the Islamic State is the fault of President Barack Obama.

"Our world is virtually imploding, when we look around us right now," Ernst said, according to the Register. "And why is it doing that? It's because of a lack of leadership coming out of the White House."

The retired Iowa National Guard lieutenant colonel had plenty to say Sunday about Hillary Clinton, too, according to the Omaha World-Herald.

"We cannot afford to have Hillary Clinton as our next president," Ernst told delegates. "We cannot take another eight years of Obama policies in the White House."

Ernst's foreign policy-themed talk and attacks on Clinton will be the highlight of an evening full of speeches at the Republican National Convention. The theme of Monday night will be, "Make America Safe Again," according to the World-Herald.

"If we elect a Hillary Clinton as president, we will continue to see more of the same failed policies in addressing this terrorist threat," Ernst said. "And it is an extreme Islamist terrorist threat."

"But our administration refuses to call it as such. They need to step up to the plate because only when they recognize what a threat it is can we actually start to do something about it. So we need to regain our place in the world again as a global leader," Ernst continued.
