A 12-year-old German boy allegedly twice attempted to detonate a nail bomb near the Town Hall in Ludwigshafen, Germany, in late November and early December.

The boy was born in Germany, but his family is from Iraq, NBC News reported. He was believed to be radicalized and to have been acting on behalf of ISIS, according to investigators.

The bombs both failed to go off. The first one was found in a backpack near a Christmas market on Nov. 26, and the second was found in a trash receptacle near a shopping center and government office building on Dec. 5.

After the second attempt, the boy was taken into custody by German social workers while an investigation is conducted, USA Today reported. His parents have consented to his detention; the boy is below the age of consent. How investigators tied the two bombs to the boy is not currently clear.

The German magazine FOCUS reported the boy had hoped to travel to Iraq last summer to join ISIS, NBC News said.

“This is a startling case for everyone, and I think the proper response is to investigate it thoroughly,” Steffen Seibert, spokesman for German Chancellor Angela Merkel said, The Telegraph reported.

ISIS has used children to carry out its attacks previously in Syria, Iraq, and Turkey. The 12-year-old is believed to be the youngest attacker captured in Europe, however.

A 16-year-old girl and three 16-year-old boys are currently on trial for attacks on behalf of ISIS in Germany, the Telegraph noted.
