Dubai's rulers have already turned their desert land into a luxurious vacation destination, and now they're planning to up the ante again by building the largest climate controlled "city," in the form of a theme park that will feature hotels, apartments, and the world's largest mall.

The project, dubbed the "Mall of the World," would cover 48 million square feet and function, essentially, as a "city-within-a-city" complete with a pedestrian retail street network, the Daily Mail reported. The dome covering the area would have to ability to open during the summer months, so people could shop and live in the fresh air.

"Our ambitions are higher than having seasonal tourism," Dubai ruler Sheikh Mohammed bin Rashid al-Maktoum said, according to the Daily Mail. "Tourism is a key driver of our economy and we aim to make the UAE an attractive destination all year long. This is why we will start working on providing pleasant temperature-controlled environments during the summer months."

A climate controlled city would likely be a hit in Dubai, where average high temperatures reach 106 degrees in the summer and 80 degrees in the winter months, according to World Weather Online.

"The growth in family and retail tourism underpins the need to enhance Dubai's tourism infrastructure as soon as possible," Rashid al-Maktoum said, according to ArabianBusiness.com. "This project complements our plans to transform Dubai into a cultural, tourist and economic hub for the two billion people living in the region around us, and we are determined to achieve our vision."

Dubai Holding chairman Mohammed Abdullah Al Gergawi said that planning for the Mall of the World comes after "extensive research and studies of international regional tourists' requirements and preferences," ArabianBusiness.com noted.

The mall would incorporate Dubai's current cultural district, which is the center for national and multinational cultural festivities and events in the United Arab Emirates. Dubai officials said that a concealed stretch called the Celebration Walk would connect the cultural district to the rest of the mall.

No word yet on a possible construction or opening date for the Mall of the World.

Over the years Dubai has built itself up to become a global hub for air transport, transit trade, and regional finance, according to Agence France-Presse. It will serve as the host city for the World Expo trade fair in 2020.
