WASHINGTON -- The Federal Election Commission says that a California congressman may use campaign funds to pay for security improvements at his house. The decision by the FEC is a first: The commission had never before considered whether home security constituted a personal use of campaign funds, which is prohibited by law. A 12-term Republican, Rep. Elton Gallegly of Simi Valley, Calif., had sought the FEC's approval for the spending. The request came in response to visits at Gallegly's home by a man who has repeatedly violated a restraining order. The FEC ruled 5-to-1 and stated that the need for enhanced security at the congressman's home is due to threats stemming from his role as a member of Congress and as a candidate.
