President Donald Trump's decision to appoint Republicans to his Cabinet ended up killing chances of repealing and replacing Obamacare, Axios is reporting.

Republican lawmakers had lobbied to convince Trump to nominate key red state Senate Democrats to his Cabinet, according to the website. They had hoped the Democrats would be replaced in the Senate by Republicans.

The likeliest possibility would have been to name Sen. Heidi Heitkamp, D-N.D., as secretary of agriculture, Axios reported. It noted North Dakota Gov. Doug Burgum, a Republican, could have engineered a GOP successor.

Another prospect was Sen. Joe Manchin, D-W.Va., for secretary of energy. Axios said while West Virginia Gov. Jim Justice is a Democrat, he might have been persuaded to appoint a conservative replacement.

"A strong Chief (of staff) would have understood and executed on that wisdom instead of waiting and watching the president's agenda lose by narrow margin," an unidentified Republic strategist told the website.

"In short, if (Gen. John) Kelly — or someone of equal strength — was the chief of staff in January, Obamacare would be repealed today. And who knows what else may already be accomplished."

Kelly, a retired general, is Trump's new chief of staff. He replaced Reince Priebus, and is already reaching out to Congress, The Hill reports.
