Sen. Cotton: Immigration Cuts Mean Pay Raises for Americans

Proposed legislation that seeks to place limits on legal immigration while creating a system based more on merit and skills than family ties is about making sure "working class Americans get a pay raise," Sen. Tom Cotton, one of the two sponsors of the bill, said Thursday.

"Our legal immigration system, our green card system, only one out of 15 of those immigrants come here," the Arkansas Republican told MSNBC's "Morning Joe" program about the legislation announced by President Donald Trump and co-sponsored by himself and Sen. David Perdue, R-Georgia. 

"Our legislation would reorient our immigration system, so that we are not competing, not putting downward pressure and forcing working class Americans to compete with unskilled or low skilled immigrants."

He said the legislation also will serve to attract "the most talented immigrants from around the world who will apply their spirit to create new jobs for all Americans."

Cotton said he knows immigration is a "big, emotional topic," and that looking at merit-based immigration will help regulate wages for Americans.

"Americans will do any job if you pay a decent wage," the senator said, dismissing concerns that many Americans would not want to do labor-based jobs, such as in the agriculture or service industries that are often filled by immigrant workers.

"For 40 years, those with a high school degree or less have seen their wages fall and the number of immigration workers have doubled," said Cotton.

He also disagreed that the economy would be stifled without immigrants to do many jobs others won't take.

"Economic growth alone is not the only measure of the health of our society," said Cotton. "There is no doubt we could bring in 175 million people from Bangladesh and increase our economy, but is it good for us or for them? I would say not."

Instead, he said, "we need to focus on the economic growth for households, especially households where people have seen their wages decline for many years."

Cotton also commented on Trump's tweet blaming Congress for the United States' declining relationship with Russia.

"Our relationship is not maybe at a historic low, but it is pretty low and the responsibility falls primarily on Vladimir Putin," said Cotton. "He has invaded countries that were our partners, he provided weapons, he is the one violating arms control treaties.

"I contend that he helped embolden Vladimir Putin and helped him think he could get away with those things, but it is Vladimir Putin's fault."
