Maine Sen. Susan Collins said Wednesday she plans to vote against Scott Pruitt to head up the Environmental Protection Agency.

"I have significant concerns that Mr. Pruitt has actively opposed and sued the EPA on numerous issues that are of great importance to the state of Maine, including mercury controls for coal-fired power plants and efforts to reduce cross-state air pollution and greenhouse gas emissions," Maine Public Radio reported Collins as saying.

Pruitt, as Oklahoma attorney general, has sued the EPA multiple times, winning only once.

Among his lawsuits, according to The Hill, were attempts to stop regulations that control mercury pollution from power plants, a Chesapeake Bay cleanup program, ground-level ozone pollution, and former President Barack Obama's rule claiming federal power over small waterways.

Pruitt needs only 51 votes to be confirmed, and there are 52 Republicans in the Senate. One Democrat, Sen. Joe Manchin of West Virginia, has indicated he would support Pruitt.

Collins was one of two Republicans to vote against Education Secretary Betsy DeVos, forcing a tie-breaking vote from Vice President Mike Pence.
