Obamacare reform will allow access to quality affordable care that Americans, not the government, will have the ability to make decisions about, Wisconsin Gov. Scott Walker, president of the Republican Governor's Association said Monday.

"People want personalized patient-centered healthcare that treats people like a person, not like a number or statistic," the one-time 2016 presidential candidate told Fox News' "Happening Now" program.

In Wisconsin, every person living in poverty was covered under Medicaid, "so the truly needy are taken care of," said Walker. "Everyone above that, we hope to transition them to the marketplace. We are working together to bring states together from states that took the expansion."

Its important to remember that people are scared because of the failure of Obamacare and what could happen without it.

"I certainly hear it in Wisconsin, and talking to other governors, they hear it," said Walker. "What they want, and what we are going to lay out — giving deference to the president's address to Congress tomorrow — that by the end of the week, we will lay out what we have worked with the president and his administration on.

"Hopefully work with the House and Senate that will help provide that certainty that there is a next step."

However, aside from people covered under Medicaid, there has been "only a tiny sliver of people who picked up new coverage that they did not have before. For those people, they've driven premiums through the roof," said Walker. "We need to fix that."

Most Americans, said Walker, won't be affected by repeal and replace measures because most aren't covered under Obamacare.

"The limited numbers that do, we will give them better choices and options, Limited numbers that do we will give them better choices and options, better alternatives," said Walker.

"Where the real cost comes from is better managing the Medicaid population, particularly for those adults working who do not have a physical disability, and not aged. We take care of them and we treat them well. They're not going to be affected either.'
