The House Republican plan to repeal and replace Obamacare may not be able to get a majority of votes to pass, Republican Sen. Roy Blunt told Kansas City radio station KMBZ on Tuesday.

Although Blunt said he had not yet had time to study in depth the plan, which was released on Monday, he said "we can't stay where we are with the plan we've got now," because it may not be one that gets a majority."

Blunt stressed that "We are in a chaotic situation right now and we need to move on from that."

However, he appeared optimistic that progress could be made.

"I think the nucleus of the plan is clearly there, and the president says it's negotiable and so do House members," he said. "So, I'll be interested to be a part of that negotiation as we work toward a majority in the House and Senate that puts a bill on the president's desk."

In two measures unveiled on Monday, core aspects of the Affordable Care Act are done away with, such as its subsidies to help people buy coverage, its Medicaid expansion, its taxes and its mandates for people to have insurance, The Hill reports.

According to the plan, Medicaid is also restricted by capping federal payments and instead installing a new system in which a tax credit helps people buy insurance.

However, conservatives say the measures do not go far enough, because they want a full repeal of ObamaCare's taxes and regulations. They are also against the refundable tax credit, which they view as another entitlement program.
