Sen. Rand Paul, R-Ky., said Republican lawmakers are still at odds over a plan to repeal and replace Obamacare.

"I still sense we're at impasse," Paul told Fox News' "Fox & Friends" program on Thursday. 

"There's still quite a bit of disagreement," he said. "There's basically two factions. There are conservatives like myself who don't want new federal programs, we want to repeal Obamacare. And then there's some of the moderates who kind of want to keep some of Obamacare and they're not to opposed to new federal government programs."

Paul said spoke with President Donald Trump and suggested a plan to appeal to both factions — and possibly even some Democrats.

"I do have what I think could be a solution. he said during an interview on MSNBC's "Morning Joe."

"I think if we take this bill and split it into two pieces…" Paul said. "We pass one that is more . . . looks like repeal that conservatives like, and then the other one you load up with all kinds of Christmas ornaments and gifts and money, just pile money on it that the Democrats will vote for, and some of the Republicans will vote for. Then I think both end up passing.

"It may not be completely good for the country, but you at least get the repeal that way."
