Vice President Mike Pence Saturday predicted that the effort to repeal and replace Obamacare "is going to be a battle in Washington."

"Obamacare's defenders are working hard," the former Indiana governor told small business owners at Mac Papers, a distributor of industrial office supplies and equipment in Jacksonville, Fla. "So we have to work harder.

"We need every Republican in Florida to support this bill and support the president's plan to repeal and replace Obamacare," he said. "President [Donald] Trump and I are confident that with your support in Florida, we will repeal and replace Obamacare."

Pence's speech came after President Trump told the Republican Study Committee Friday that he was "1,000 percent" behind the American Health Care Act, as changes were incorporated that would block-grant Medicaid expansion aid to the states — a key demand of conservatives.

The House of Representatives plans to vote on the legislation on Thursday.

Pence highlighted various elements of the Republican plan, particularly the Medicaid block-grant provisions.

"This administration knows that state-based solutions are the best way to get better coverage and get better healthcare outcomes, particularly for the most vulnerable citizens across the state of Florida," he said.

"We're going to give the American people the freedom to buy health insurance across state lines the way you buy health insurance, the way you buy car insurance. That's the combination.

"President Trump and I know that the way to lower costs is to increase choices, to create a dynamic national marketplace — and that's what our plan will do."

The vice president added that the block grants will allow Florida and other states to "include a work requirement for able-bodied adults, ensuring that Medicaid's benefits are available for those who need them most."
