The calendar has turned over, his party enjoyed sweeping victories and sits in power in both houses of Congress, yet Paul Ryan still finds himself where he did just a few months ago — between a rock and hard place, The Hill reports.

Republicans have yet to put significant legislation on President Donald Trump's desk, despite the majority they enjoy, and the end of the first financial quarter of 2017 is just 31 days away.

Ryan badly needs a check in the win column but he also wants to do it right, a Ryan spokeswoman told The Hill. And with the three big legislative targets for conservatives, there's nothing easy about doing these right:

  • Repeal/replace Obamacare.
  • Tax reform.
  • Border wall.

"The speaker must have at least two substantial legislative initiatives on the president's desk for signatures by the end of March, or the American people will start to question where Congress is and why they can't get things done,” Rep. Mark Meadows, chairman of the House Freedom Caucus, told The Hill.

But Republicans are staring down angry protests over the Affordable Care Act, the No. 2 Republican in the Senate, John Cornyn, is pushing back on Trump's border wall in certain parts of his home state of Texas, and conservatives aren't fond of Ryan's proposed tax hike on imports to pay for tax reform.

Ryan vowed last week that when it comes to the border wall, "we will get this done" after touring the Rio Grande Valley.

"March will be a defining month for the conference, and I am confident Paul will show his ability to lead and have strong policy carry the day that unites us far more than divides us," Rep. Tom Reed told The Hill.
