Billionaire investor Mark Cuban blasts Donald Trump for trying "to make headlines without any type of deep policy dives," charging the GOP presumptive nominee "hasn't made the effort" to understand the issues he'd face as president.

In a blistering critique during an interview Monday on CNN's "New Day," the owner of the NBA's Dallas Mavericks and star of ABC's "Shark Tank" rebuked Trump for doing "the exact opposite" of what's needed to become an "effective leader."

"In order to be an effective leader, in order to define a vision and explain how you're going to accomplish that vision, you have to understand the issues," Cuban said. "You have to dig deep and have a solid understanding of … everything that's important. Donald really hasn't made that effort."

"If you look back over the last 10 months, you don't say, 'look, he has really started to show an in-depth … nuanced grasp of all the issues.' It's the exact opposite," he added. "He speaks in headlines. He tries to make headlines without any type of deep policy dives."

According to Cuban, without "in-depth knowledge of the policies and the reasons they may or may not work, you'll have to listen to other people" and because of that, "he will be a puppet president."

"Whoever is closest to him is going to have a whole lot more impact on this country than probably Donald will," he said.

Cuban has previously expressed interest in serving as Trump's vice president, though he's appeared to sour on Trump's candidacy; he made the "puppet president" charge in another interview last week.

The entrepreneur also called it "sad" that Trump has bashed the Hispanic judge overseeing lawsuits filed in California against the real estate mogul's now-defunct Trump University.

"The reality is the lawsuits with Trump University go back long before Donald decided to run for president," Cuban said. "It's a Hail Mary on Donald's part. He knows he's wrong. It's a sad reflection on him."
