If Republicans can legislate an alternative to Obamacare that decreases costs vs. increasing coverage, they should embrace the distinction as a victory, writes Chris Jacobs in The Wall Street Journal.

Jacobs is founder and CEO of Juniper Research Group, a policy consulting firm in Washington, D.C.

Republicans fiercely opposed the individual mandate adopted by President Barack Obama, which provided healthcare coverage for more people. Unlikely to include it in any alternative, Republicans would set themselves up for a great deal of criticism.

That's OK, Jacobs says.

"Republicans could, however, embrace such an outcome as a feature rather than a flaw to their proposal," wrote Jacobs.

Eliminating the mandate would reduce costs of coverage, the Congressional Budget Office reported in late 2015.

That's a distinction conservatives can chalk up to a win.
