Sen. Lindsey Graham on Wednesday said President Donald Trump's low key signing of a bill sanctioning Russia "reinforces the narrative that the Trump administration is not really serious about pushing back on Russia."

Graham said on CNN that he's "glad" the president signed the bill — the Congress would have overrode the veto — but that there's still "weakness" coming from the White House on Russia.

"[Russian] President [Vladimir] Putin has done something nobody else in America could do — unite the Congress," Graham said on CNN. "The fact he does this kind of quietly I think reinforces the narrative that the Trump administration is not really serious about pushing back on Russia. I think that is a mistake. Putin will see this as a sign of weakness."

Trump also called the bill "seriously flawed," just another piece of a puzzle that doesn't fit together for Graham.

"It makes one wonder why the Trump administration is so different than everybody else on Russia," Graham said.

"The president is right on North Korea to draw a red line so our homeland can never be attacked with a nuclear-tipped missile. He is right to rebuild the military. He is doing a lot of things right as commander in chief. But when it comes to Russia … it adds up to a signal that we are really not serious in the Trump administration of dealing with Russian interference in our home, here in our backyard and abroad."
