Michael Collins, the top aide to Rep. John Lewis, may have broken House ethics rules when he served as the campaign's treasurer in 2015 and 2016 while also operating as Lewis' chief of staff, reports the Washington Free Beacon.

Senior House staffers are prohibited from working in any fiduciary role for a political organization, including congressional campaigns, per House Ethics rules.

Senior staff "may not receive any compensation for either providing legal services to a political organization, or for serving as an officer (such as treasurer) of such an organization," reads a section in the ethics manual, a rule put in place to avoid potential conflicts of interest.

"The [FEC] and Congress have declared that fiduciary responsibilities for a campaign are not appropriate for highly paid staffers," Craig Engle, a partner at the D.C. law firm Arent Fox, told the Free Beacon on Tuesday. "They don't want a staffer in the position of making disbursements or being responsible legally for the paperwork for another government agency, the FEC."

Collins received $27,550 in consultation fees from Lewis' campaign committee in 2015 according to FEC filings, but Collins himself filed a financial disclosure form that said he earned $27,495 from the campaign. He also received $167,000 in 2015 for working as Lewis' chief of staff.
