It is important to keep some of protections, such as for pre-existing conditions, while working to repeal and reform Obamacare, Sen. John Barrasso said Tuesday.

But as the law is now, it will not survive.

"We know the status quo will not stand," the Wyoming Republican told Fox News' "America's Newsroom" program. "A new story out today is that 2 million more young people have gone off insurance, because they cannot afford Obamacare. We want to get rid of the mandate that says they have to buy a government-approved program."

Earlier on the program, Sen. Rand Paul, R-Ky., said he remains a "no" vote on the plan, as he believes it carries a "fundamental flaw" of Obamacare, the insurance mandate. If the bill on the table does not shift to be more of a repeal measure, he won't agree to it.

"Every senator gets to speak for themselves," Paul said. "I will tell you, as a doctor who is practicing medicine, what I saw was a health care system that needed reform, but Obamacare was the wrong reform."

Barrasso also said he does not want to return to the time before Obamacare was passed, but a better system is needed for the American people.

"We [need to] put patients in charge, not the government," Barrasso said. "We need to get the decisions out of Washington and back to the states and the people at home, making their own decisions."

But there are some factors that need to be kept, said Barrasso, including protections for people with preexisting conditions.

"My wife, Bobbi, is a breast cancer survivor," Barrasso said. "As a doctor and husband, I know how important it is. It's important to keep young people up to the age of 26 on their parents' insurance program. We need something better than a straight repeal of Obamacare. We need to make sure the decisions are out of Washington and back at home."
