Better coordination is needed in the White House, and President Donald Trump's advisers who do not make sure he understands the gravity of some of his statements and actions, are "not doing the job they should be doing," Sen. Joe Manchin said Tuesday.

The West Virginia Democrat was on MSNBC's "Morning Joe" commenting on reports that Trump gave two key Russian officials classified information.

"I was on the Armed Services Committee for six years prior to this year, when I went on the Intelligence Committee," Manchin said. "When I went on the Intelligence Committee, they gave me the kind of guidelines and rules to abide by . . . There are 19 of us that have access to this type of information. That means there's 81 senators I cannot speak to when they ask me a question, I can't talk to them."

Trump's security clearance is much higher, Manchin conceded, but there are also trusted allies such as Canada, the United Kingdom, and Israel, but "Russia is not one [of them]. They do not have our best interests at heart."

Meanwhile, Trump's statements in the past week have run counter to talking points his staff has made, including on the firing of former FBI Director James Comey, and Manchin said that's because the White House's movements are not "orchestrated."

"The security of our nation is first and utmost importance to all of us," Manchin said. "With that being said, I can tell you how we operate in the Senate . . . I can't tell you what the president can and can't do and can't say. The president declassifies anything he deems declassified, and we can't."

Manchin, later in the morning on Fox News' "America's Newsroom," said that he has no idea how leaks, such as the one to The Washington Post alleging Trump gave classified information to Russian Foreign Minister Sergey Lavrov or Ambassador Sergey Kislyak, but he does think Trump is straightforward.

"He tweets or says what he thinks and sometimes he will go ahead and let it fly without giving it a whole lot [of thought] about the repercussions politically about what's going to happen," Manchin said.

The senator said he does believe Trump's security staff is "stellar" and that the president is paying attention to them.

"Whether you're a Democrat or Republican or voted for Donald Trump or against Donald Trump, he is now the president and you always want your president to do well," said Manchin. "But you always should be able to give constructive criticism. People just want to go for the jugular on every occasion. I'm not that person."
