Jordan: Discharge Petition Could Return Clean Repeal to Floor

The House Freedom Caucus Friday morning launched a discharge petition that could will allow it reintroduce the Obamacare clean repeal bill that passed both the House and Senate 18 months ago to work around party leaders who won't allow the measure to return to the floor, caucus founder Rep. Jim Jordan said Friday.

"The only way to do that is to go around them and get a discharge petition," the Ohio Republican told Fox News' "Fox & Friends" program. "When you get sufficient number of signatures it will come up with a vote."

The petition needs 218 signatures, or a simple House majority, to remove the repeal bill from committee and force a floor vote. It sponsors hope to have the necessary signatures in place by September, reports the Washington Examiner. 

House Speaker Paul Ryan has said there are not enough votes to pass the repeal legislation, but Jordan said Friday he believes there will be at least enough votes to call the legislation onto the floor.

"When you're out in front of God and everybody, it is a different story," said Jordan. "I would like to prove the House can do what we said ... I want to prove that we can, that is the way to do it."

Jordan said that if the discharge petition gets enough signatures, that may prove to Ryan that the clean repeal plan can pass.

President Donald Trump has strongly criticized Senate Majority Leader Mitch McConnell after the Senate's failure to pass repeal and replace legislation, and Jordan said he, like the president and the American people, is frustrated.

"I saw in the last few days traveling across our district, people are disappointed what happened in the United States two weeks ago, or frankly what failed to happen," said Jordan. "I'm with the president saying that we should do what the people told us to do. I think everyone in Congress should be focused on that, from Mitch McConnell to Jim Jordan to everyone else. Again that is why we're launching this effort today."

The House passed, by one vote, Obamacare repeal with some replacements, but this time, Republicans are seeking a clean repeal measure.

"A lot of people talk about a bipartisan solution," he said. "The way you get a bipartisan solution is first repeal it. When you mix some repeal with some replace like we tried over the last seven months, Democrats will never help you. This is Obamacare. This is the sacred cow to these guys."
