Keane: Kim Jong Un Not 'Irrational,' But Miscalculating Trump

North Korean leader Kim Jong-un "is not the irrational person" that pundits believe him to be, and he's calculated that his father and grandfather were wrong when it comes to nuclear weapons, but he's miscalculating President Donald Trump, retired four-star Gen. Jack Keane said Monday.

"He has calculated that his father and grandfather were wrong, and that having a nuclear weapon was a sufficient deterrent from the United States ever conducting regime change by pointing that nuclear weapon at South Korea," Keane told Fox News' "Fox & Friends" program. "He has had that nuclear weapon for some time. He believes that the only way to guarantee that the United States will never ever conduct regime change is to hold the American people at risk."

That is why Kim is developing nuclear-tipped intercontinental ballistic missiles in hopes of reaching the United States as he has calculated that once he has that weapon, "the United States will acquiesce, just like it acquiesced with nuclear weapons in the past, just like they acquiesced when the Chinese developed ICBMs."

"I don't think we are going to start shooting down his tests because he has also declared, quite successfully that if you 'conduct a military act against me, that's all-out war against South Korea,'" said Keane. "He is counting on the behavior of the United States based on previous administrations both Democrat and Republican. He has a different president in the White House. I'm not convinced that he truly understands what's in front of him with this president."

Over the weekend, the United States conducted a successful test of the THAAD missile defense system in Alaska, and flew two supersonic bombers over the Korean Peninsula in a show of force against North Korea following its latest intercontinental ballistic missile test.

On Monday, Japan's Prime Minister Shinzo Abe said he and President Donald Trump have spoken and agreed to take further action against North Korea following its latest missile launch.

"Much of that is certainly reassuring our allies that we have got their back and we're moving forward," said Keane. "We know now, because it's been, you know, leaked to us, the American people, that North Korea is accelerating their development program in terms of having nuclear ICBMs possibly sometime next year, which certainly is intimidating to say the least."

Kim does not yet have the capability to fire a missile that can reach the United States, but he'll continue to test his ICBMs, said Keane.
