President-elect Donald Trump's choice to lead the Department of Homeland Security may clash with the incoming president over how to best protect the country, The New York Times reports.

When it comes to border security, Gen. John F. Kelly has supported increasing aid for economic development, education, and human rights to fight illegal immigration and drug trafficking.

Trump has expressed a very different tactic.

"Gen. Kelly's biggest challenges might come from within the new Trump administration," writes Ron Nixon for the Times. "Particularly over the threat posed by Russia and over Mr. Trump's plan to build a border wall and to increase the number of border agents."

Kelly also criticized U.S. border security saying it cannot "be attempted as an endless series of 'goal-line stands' on the one-foot line at the official ports of entry or along the thousands of miles of border between this country and Mexico."

Gen. John F. Kelly warned Congress two years ago of a growing security threat from terrorist networks working with drug smuggling organizations.

"Terrorist organizations could seek to leverage those same smuggling routes to move operatives with intent to cause grave harm to our citizens or even bring weapons of mass destruction into the United States," Kelly said.

Kelly has also called Russia a threat to U.S. leadership in the West, and that Russian President Vladimir Putin has returned his country to Cold War-era tactics to threaten American control in the Americas.

"Gen. John Kelly's decades of military service and deep commitment to fighting the threat of terrorism inside our borders makes him the ideal choice to serve as our Secretary of the Department of Homeland Security," Trump said upon announcing Kelly as his choice, according to Politico

"He is the right person to spearhead the urgent mission of stopping illegal immigration and securing our borders, streamlining TSA and improving coordination between our intelligence and law enforcement agencies."

As head of Homeland Security, Kelly would oversee border security, immigration control, cybersecurity, airport screenings, and respond to natural disasters. If he's confirmed by the Senate Homeland Security Committee and the Senate, as he's expected to be, he'll be the first non-civilian to lead the department since its creation.
