California Democratic Gov. Jerry Brown said Sunday the Democratic Party should welcome abortion foes, placing him at odds with many in the party who want to use the issue as a "litmus test" for future candidates, The Washington Times reported Sunday.

"I'd say, look, even on the abortion issue, it wasn't very long ago that a number of Catholic Democrats were opposed to abortion," Brown said on NBC's "Meet the Press." "The fact that somebody believes today what most people believed 50 years ago should not be the basis for their exclusion."

After losing state, local and federal elections in 2016, the Democratic Party has worked to revamp its message and platform. Brown's statements were met with outrage from pro-abortion activists, still reeling following comments made last week by Rep. Ben Luján, D-N.M., chairman of the Democratic Congressional Campaign Committee.

"There is not a litmus test for Democratic candidates," Luján said, referring to abortion.

"As we look at candidates across the country, you need to make sure you have candidates that fit the district, that can win in these districts across America," Luján told The Hill.

Pro-choice leaders quickly denounced Luján's comments, calling them a betrayal.

The issue gained traction as a gauge for allowing inclusion in the party earlier this year after Democratic National Committee Chair Tom Perez declared, "Every Democrat, like every American, should support a woman's right to make her own choices about her body and health. That is not negotiable and should not change city by city or state by state."

Thirteen progressive groups, led by NARAL Pro-Choice America, issued a statement of principles saying that they were willing to share the party with "self-identified 'pro-life' legislators," but not if they attempted to impose their personal views on their constituents and the country.

"If they vote to restrict abortion access or contraception access, they then undercut the party platform and they undercut the welfare of women," read the statement.

Organizations making up this coalition included Planned Parenthood, MoveOn.org, American Federation of Teachers, Daily Kos, Indivisible and the Progression Change Campaign Committee.

Brown, however, said the Democratic base was "shifting" and included various special interest groups, including religious fundamentalists.

"In America, we're not ideological. We're not like a Marxist party in 1910," Brown said. "We are big tent by the very definition."
