Republicans intend to continue employing a strategy of tying Democratic candidates to House Minority Leader Nancy Pelosi as the most effective way to ensure victory in next year's congressional elections, according to a memo released Tuesday by the Congressional Leadership Fund (CLF), the most important House GOP super PAC.

Republicans believe Pelosi is especially unpopular in districts that Democrats need to capture in order to win back the majority, and the CLF, which has ties to House Speaker Paul Ryan, plans to spend $100 million on the midterm elections, The Washington Post reported.

CLF Executive Director Corry Bliss said in the memo that the PAC will highlight "Nancy Pelosi's toxic agenda and reminding voters across the country that Democratic candidates are nothing more than rubber stamps for her out-of-touch, liberal policies."

This strategy most recently proved effective in Georgia's 6th Congressional District. CLF ads featuring Pelosi and her San Francisco district helped define and defeat Democratic candidate Jon Ossoff in this month's special election.

In the memo, the CLF said the anti-Pelosi phenomenon is widespread, stating that in 11 districts Democrats have identified as 2018 targets, Pelosi's unfavorable ratings are much higher than her favorable ones.

Bliss said that "voters associate Pelosi with higher taxes, bigger government, the failures of Obamacare and the dangerous Iran deal."

The memo comes as some House Democrats blamed Pelosi's leadership for the party's failures, The Post reported.

The House minority leader fought back, saying that "every attack provokes a massive reaction that is very encouraging to me from my members, from our supporters outside and across the country," as she praised her fundraising and organizational success.

The New York Post acknowledged her skills in fundraising due to her connections with the Democratic-voting elite, but for that same reason the "millionaire San Francisco party-line liberal is incapable of understanding what most of America wants and needs."

The paper said the Democrats must replace Pelosi, because she repels the majority of Americans.
