Following a resounding victory in the 2016 election, Republicans are moving to prevent Democrat-dominated cities from pursuing a liberal agenda, The Hill reports.

Republican state legislators are planning 'preemption laws,' which would prevent cities and counties from approving anything from taxes on soda, raising the minimum wage, and environmental regulations.

"What we see is circumventing the process that's in place," Linda Upmeyer, Iowa's Republican Speaker of the House, told the Hill. "I think we will likely look at language on preemption so that the state is making decisions where it ought to, and cities and counties are making decisions where they should."

Democrats oppose these laws, seeing them as an attempt to limit local government in some of their party's last strongholds, but just as federal law supersedes state law, many state constitutions include clauses that allow the state to limit or overrule local laws.

According to Mark Pertschuk, director of Grassroots Change in Oakland, states have become increasingly assertive about their rights in the last four years, once Republicans began to take control of state legislatures.

Last month, Michigan and Wisconsin legislatures passed preemption laws that prevent local governments from banning grocery stores from using plastic bags. In Texas and Colorado, municipalities were prevented from banning fracking, and Ohio preempted local movement in Cleveland to raise the minimum wage.

"It is shameful that lawmakers in Columbus would interfere with a local democratic process," Jocelyn Smallwood, a spokeswoman for Raise Up Cleveland, which pushed for the wage hike, said in a statement according to Cleveland.com.

"For state lawmakers to deprive citizens the right to vote so that they can make a statewide power-grab is wrong — plain and simple."
