Upton: Bipartisan '21st Century Cures' Legislation Groundbreaking

The bipartisan 21st Century Cures legislation will bring medical research and innovation into the 21st century while ensuring the nation's health system "can keep pace with incredible advances in science and technology," House Energy and Commerce Committee Chairman Fred Upton said in Saturday's GOP address.

"A new day for medical research is on the horizon," said the Michigan Republican. "[It's] a new day of hope for patients and their loved ones. We needed to do better, and with 21st Century Cures, we will.”

Work on the bipartisan legislation, which Upton helped lead, started about three years ago, and he said Saturday first Congress had to listen.

"And then we engaged," he said. "We solicited input. We drafted. We listened some more. It was an inclusive, unique, transparent process that criss-crossed the country, engaging experts in every related field, from pioneering research institutions like the University of Michigan and the Mayo Clinic to government to private industry and everything in between. And most importantly, we listened to patients."

The lawmakers learned that the gap between biomedical innovation and the federal regulatory process was widening, and out of the 10,000 known diseases, there were only treatments for 500.

"We needed to change the conversation and restore urgency to boosting research and innovation," said Upton. "Science and biomedical innovation have made incredible strides over the last two decades. Mapping the human genome, new biomarkers, and personal health care apps have all offered opportunities to find new treatments and cures."

However, the way the FDA and the NIH was applying the innovations had lagged behind and the rules they used needed modernization, which will come through the new legislation, passed by the House and Senate.

The legislation will "break down regulatory barriers and expedite the approvals for safe drugs and devices coupled with billions for more research, including the Beau Biden Cancer Moonshot," said Upton. "We also provide critical funding to the FDA so that they have all the tools they need to ensure the safety of these news drugs and devices."

Upton said the new law also includes resources for the fight against the opioid addiction epidemic that is affecting "every single community," and delivers mental health reforms that will help families in crisis while treating many with mental health issues as having an illness, rather than treating them as criminals requiring incarceration.

"President Obama will sign this legislation into law next week and his help was critical in getting this new law enacted — so we say thank you Mr. President," said Upton.
