Gen. John Kelly will need to get the nod on Capitol Hill amid bureaucratic challenges after being picked to lead the Department of Homeland Security by President-elect Donald Trump and his transition team.

"There's a trend here, obviously, with general after general after general," Rep. John Larson, D-Conn., told The Hill. "I think that does cause some concern, but that's why we have a process here of advise and consent, and we'll see how he fares in that process. But as an individual, as a person who has served this country, I have heard nothing but positive things about Kelly."

Rep. Steve Russell, R-Okla., told The Hill: "When we are in combat overseas, they don't shoot at our socioeconomic background, they don't shoot at our ethnicity or our political affiliations. They shoot at the American flag. So, that's what this job is for, to protect the republic, and I think he'll do well."

Rep. Jeff Duncan, R-S.C., told The Hill he was sure Kelly, a retired Marine and former head of the U.S. Southern Command, would face some bureaucratic issues.

"The Trump administration does have some of the right visions for securing America. . . . Kelly . . . a great guy to try to implement that . . . may run into some of the same impediments that, oft-times, we run into with bureaucracy, and that's entrenched personnel that want to keep doing things the same way," Duncan said.

Kelly was named Trump's pick Monday.

He will be charged with "stopping illegal immigration," "securing our borders," "streamlining TSA and improving coordination between . . . intelligence and law enforcement agencies," Trump said in a statement.
