The wealthiest Americans will benefit most from the Republicans' healthcare bill, according to Sen. Chris Van Hollen, who made the comments Wednesday during an interview on MSNBC's "Morning Joe."

The American Health Care Act bill includes tax cuts for the wealthiest Americans, the Maryland Democrat said. "The Joint Tax Committee says $600 billion of tax cuts. If you're in the one-tenth of one percent, you're going to get an average tax cut of $200,000. If you're a millionaire, you're going to get a tax cut of around $50,000. They even put in a provision here that provides tax cuts for the bonuses that insurance companies pay to their CEOs."

"The people who are being appointed to the Trump Cabinet, the millionaires and the billionaires, they're going to do just great. But everybody else in the country takes it on the chin, and it's bad for healthcare in America."

While he was campaigning, Trump discussed the difficulties facing working Americans Van Hollen said. But in this proposal, "This makes the squeeze much tighter and provides these windfall tax breaks to the wealthy."

"These tax breaks are not what the conversation was about," Van Hollen said.

Van Hollen criticized the plan for negatively affecting the disabled and the elderly. "It's really hard to tell, you know, folks in the disability community or seniors on lower incomes who are going to see this huge increases in premiums, so they are not going to be able to afford coverage any more, it's really hard to tell them you're doing that to them while you're providing $600 billion in tax breaks to wealthier people."

With the tax break for the wealthy, "You're actually going to take three years off of the life of the Medicare Trust Fund," according to the senator.

Rural hospitals such as the ones in his home state of Maryland will be adversely affected by the proposal, the senator said. "In the rural areas of Maryland, the rural hospitals are screaming that this is going to absolutely devastate them, particularly the cuts in the long term to Medicaid."

The bill moved forward in the House of Representatives before dawn Thursday morning after an all-night session. However, hospitals and nursing groups, among other industry group such as the AARP, have slammed the bill.
