Rep. Mike McCaul: Small-Scale Terror Attacks Hard to Disrupt

Small-scale terror attacks like the one on a French magazine last week are the most difficult to stop and are therefore the biggest threat of occurring in the Europe and the United States, said Rep. Mike McCaul.

"We don't have a good handle intelligence-wise, who's on the ground in Syria and Iraq and Yemen to identify them, to put them on no-fly list so they can't get in the country," McCaul said Sunday on CBS' "Face the Nation."

Though the two brothers who carried out the attack that killed 12 at the headquarters of the satirical magazine Charlie Hebdo were both on the U.S. no-fly list, as was the female accomplice of the man who killed four in a kosher market during the manhunt, all have been able to enter and leave the France.

At least one of the brothers is said to have received military training in Yemen and the woman left France for Syria earlier this month.

President Barack Obama's administration has not been willing to use the words "war on terror," McCaul said, adding that that has created "a false narrartive that everything's OK."

In reality, he said, the threat is increasing in northern Africa and the Middle East.

"And as that threat becomes greater, so, too, is the threat to the United States," he said.

"This is the most successful foreign-fighter terrorist attack that we have seen to date," said McCaul, who is chairman of the House Homeland Security Committee.
