Rep. Matt Salmon: Mitch McConnell 'Lacks a Backbone'

A lawmaker who voted against funding Homeland Security without cuts to amnesty blamed Senate Majority Leader Mitch McConnell for this week's congressional cave-in on immigration.

"This last battle, it was not won largely because the majority leader on the other side lacks a backbone," Rep. Matt Salmon, Arizona Republican, told "MidPoint" host Ed Berliner on Newsmax TV Wednesday.

Salmon said a fellow Republican, Senate Majority Leader Mitch McConnell, "basically ceded authority for running that place to [Sen.] Harry Reid," the Democrat Senate Minority Leader who filibustered GOP attempts to strip out funding for President Barack Obama's executive immigration decree.

The House voted on Tuesday night to fund the Department of Homeland Security and leave intact the president's orders for work permits and visas to millions of immigrants here illegally.

The vote clears the way for DHS to continue operating without interruption past Friday.

Salmon had no harsh words for his boss, House Speaker John Boehner, who allowed the measure to go forward with Democrat support despite objections from House conservatives. Salmon focused instead on Boehner's Senate counterpart.

Asked if McConnell is a coward, he said: "Anybody who is not willing to stand and fight and defend their role in the Constitution is abdicating their duty and the oath of office that they've made."

Salmon also rejected the argument that Republicans, in their first two months with majorities in both chambers, have again brought the government to the brink of a shutdown and failed to demonstrate they can govern.

"Well, despots all over the world govern," he said. "It's not just about governing and making the trains run on time and passing bills. It's about doing it in a constitutional way, that is the way our framework was set up over 250 years ago. And if we're not going to stand by the tenets that many people have shed blood to defend — if we're not going to stand up for that, I honestly fear all is lost."

Congress should continue to use its law-writing and budgeting authority under the Constitution to challenge the president's lawlessness, said Salmon.

"The fight has to be within the power of the purse," he said. "The idea that our founding fathers had when they gave us the power of the purse is exactly for a time such as this.

"When one of the branches of government — namely, the administrative branch — takes powers that it doesn't possess, then we can operate through our power of the purse by defunding that," he said.

Salmon believes that Americans are increasingly on board

"There will be a time when the American public is going to rise up and they just simply won't tolerate this kind of activity anymore," he said. "And I truly do believe that the numbers of people that are willing to fight that fight are growing."
