AEI's Katherine Zimmerman: ISIS' Brutal Tactics Seek to One-Up Al-Qaida

The Islamic State is taking many of the terrorism tactics used by al-Qaida over the years and is exploiting them "for its own advantage" in trying to one-up the older group, American Enterprise Institute analyst Katherine Zimmerman told Newsmax TV on Friday.

"It's a major concern," Zimmerman, lead analyst on al-Qaida from the AEI's Critical Threats Project, told "The Hard Line" host Ed Berliner. "It's something that the competition between ISIS and al-Qaida for leadership in the global jihadist movement brings out, as both of these groups are looking to better their tactics."

"What ISIS has done is being able to take some of the expertise that al-Qaida has developed over the years, bring it into the ISIS fold, and then exploit it for its own advantage."

And because the United States is so focused on ISIS, "al-Qaida is actively recruiting," Zimmerman said — and the Friday attacks in Mali prove that.

"But what I actually see al-Qaida doing is playing the long game. It's playing it softly and quietly — and it's been growing in Mali, Tunisia, Libya, Egypt, Somalia, Yemen, Syria.

"You name it, al-Qaida's actually fighting and building up relations that would be very, very hard for us to break in the long term."

Further, the terrorist group founded by Osama bin Laden, whom the U.S. killed in an early morning raid in 2011, is "seeing the American political debates centered around ISIS, and it's seizing that opportunity to build up its forces in the areas where it is," she added.

"We're distracted by ISIS. Al-Qaida is still a threat to the United States."
