Rove: GOP Should Pair Dismantling of ACA With Positive Agenda

The new Republican-controlled Senate must do more than simply try to undo President Barack Obama's agenda, it must present its own positive vision for the country, says GOP strategist Karl Rove.

"I disagree with people who say the mandate only came to Republicans because they said they were against Obama," Rove said Thursday on Fox News Channel's "Hannity."

"They want positive, optimistic conservative answers. They want to see legislation that will repeal and replace Obamacare."

Newly elected GOP Sens. Thom Tillis, Tom Cotton and Joni Ernst, among others, said not only that they wanted to stop Obama, but also that they have ideas to make this country better, Rove said.

He suggested Congress send Obama bills to repeal Obamacare and couple them with provisions of what a proper healthcare system should do. That might mean getting rid of the medical device tax, while also expanding the amount of money people can save tax-free for their out-of-pocket medical expenses.

Obama said in a Wednesday press conference he will veto bills he feels would harm the Affordable Care Act, but Rove said Republicans should just continue to send him bill after bill from a positive agenda.

"After a while he's going to find out a very important lesson: There is a limit to how much a president can wield a veto in the face of positive and optimistic ideas that are garnering Democratic votes in the Senate in the House and that the American people want," he said.
