The Senate GOP healthcare plan, the Better Care Act, keeps lawmakers' promises to repeal and replace Obamacare, Senate Majority Whip John Cornyn told Newsmax TV's "The Joe Pags Show" on Friday.

"While it's not perfect, and certainly under these circumstances especially no legislation is going to be perfect, but it is substantially better and keeps the promises we made to repeal and replace Obamacare," the Texas Republican said.

Calling Obamacare a "failed social experiment," Cornyn said the law was "sold under false pretenses," but believed the Senate would be able to garner the 50 votes necessary to pass the legislation. He also spoke to the lack of support among Democrats.

"Democrats have essentially been told by Senate Democratic Leader Chuck Schumer, 'Don't work with Republicans on this,'" he said.

Cornyn also said if GOP senators didn't vote in favor of the bill "then essentially you're conceding Obamacare, and what we'll see from Sen. Schumer and some of the folks in that party is a massive request for billions of dollars to bail out insurance companies with no structural reform."

"It's really a matter of political will," Cornyn said. "The biggest challenge I think we've had is that a number of states took advantage of the Affordable Care Act expansion of Medicaid, and [former] President [Barack] Obama was pretty shrewd in realizing that once people get something, they're reluctant to give it up."

Cornyn said the Senate bill repeals the individual mandate, allows young adults to stay on their parents' insurance until they're 26, protects people with pre-existing conditions, and offers healthcare options to veterans. In addition, it ends penalties against businesses currently in effect under Obamacare.

Sen. Rand Paul doesn't have the votes for his ideas on healthcare legislation, Cornyn maintained, and said the single payer system promoted by Sen. Bernie Sanders, I-Vt., would "bankrupt the country."

"This represents a repeal and replacement of Obamacare and its politics," he said. "I think this is something that's possible and something we must do."

Cornyn said he expected the Senate to vote on the bill by Friday.
