Col. Derek Harvey: US 'Actually at War' With Hackers on Web

Cyber-attacks on the U.S. government are a daily challenge and illustrate something Americans don't appreciate: "We're actually at war in the World Wide Web," retired Army Col. Derek Harvey said Wednesday on Newsmax TV's "America’s Forum."

"This is going on on a near day-to-day basis with U.S. government departments — be it the State Department, the White House, the Department of Defense, Central Command and headquarters down here in Tampa," Harvey said of reports of a breach in the White House computer system. "This is what goes on every day, and you have to be vigilant.

"The concern is what we don't know about how they're getting in and what they're leaving behind," he said, even as "you're trying to sweep clean your systems of anything that they may have left behind that they can activate later on."

CNN reported this week that Russian hackers penetrated the White House's computer system and were able to access non-classified emails and sensitive information that included nonpublic details of the president's schedule.

Just because information is "unclassified" doesn’t mean it could not be damaging to U.S. interests, Harvey said.

"On the unclassified system, there's a tremendous amount of very important information — correspondence, insights, planning, outreach to a range of foreign government officials, congressional leaders, people at the Pentagon that provide detailed knowledge about what the administration's thinking," he said. "That can be very valuable to hackers or foreign governments."

Preventing cyber-attacks is very complicated for the National Security Agency and others tasked with developing "a comprehensive, integrated plan" with the authorities that would allow the "government and private parties to take actions against" such hacking, said Harvey, adding that the response to date has been "very discombobulated."

It’s extremely challenging "to bring all this together so we can have a defensive system across networks and [still] be able to communicate."
