Ex-Rep. Walker: Contract with America Was Always About 'Governing'

Republicans are celebrating the 20th anniversary of the Contract With America, and former Pennsylvania Rep. Bob Walker says that the contract was a "governing document" not merely a ploy to win elections.

"There was not great unanimity about the contract inside the Republican conference," Walker told J.D. Hayworth on "America's Forum" on Newsmax TV Thursday.

"It was done by a relative handful of us who became convinced in the spring of 1994 that we were in fact going to win the election," he said. "We decided we needed to have an agenda."

"We needed an agenda not only to put forward our ideas in the campaign, but more importantly we knew that if we won the election, we needed to have an agenda for governing," he added.

In 1994, the Republican Party had "been out of power for 40 years and we had no real experience in governing."

"We needed to have something that would assure that we could carry out a program immediately and show the American people what we were all about," the Pennsylvania Republican said.

When the GOP won the majority in 1994, the press started asking what its agenda would be, the former chief deputy whip said.

"We said, 'We're going to do the contract because that's what we promised,'" Walker told Newsmax.

"Then, they said, 'Oh, well that was the campaign document'. We said, 'No, no, that wasn't the campaign document, it was a governing document.'"

"Many people have forgotten the fact that the real essence of the contract was that it was a governing document," Walker said.
