ID Expert: Drug Dealers Running Huge ID Scam in Massachusetts

Foreign drug dealers are using fake birth certificates to obtain U.S. driver's licenses to use in their illicit drug trade — and the state of Massachusetts is particularly vulnerable to the dangerous scam, says Brian Zimmer, president of the Coalition for a Secure Driver's License.

"The state of Massachusetts has a particular problem. Their Registry of Motor Vehicles (RMV), which is the same as the New York DMV, is way behind the times on fraud," Zimmer said Thursday on "The Steve Malzberg Show" on Newsmax TV.

"For example, the New York DMV does background checks on employees [and] has done so for more than 10 years.

"Massachusetts doesn't do background checks because the union is opposed to it and the previous governor was fine with that. The new governor is expressing concerns …"

Zimmer said there were numerous convictions of Dominicans last year tied to the large drug trade in black tar heroin — which he said is an epidemic in Massachusetts.

The Bay State's RMV is so far behind other states on internal controls, Zimmer said, and the only time they usually learn of fraud is through outside agencies.

"The busts that have happened up there have been almost all [through] federal agents. The local Boston police are well aware of it and the suburban police are well aware of it, but Boston has had traditionally a very hands-off approach to the heroin traffickers," Zimmer said.

"It's getting much worse because in the last year alone, hundreds of people in Massachusetts around the Boston area died of drug overdoses both from black tar heroin and from various substitutes … which are being trafficked in primarily from the Dominican Republican."

New York City has similar problems, but because the New York DMV has been a leader on prevention of fraud since the World Trade Center attacks, "they are much more on their game," according to Zimmer.

But there are other security breaches which must be addressed, one involving Puerto Rico birth certificates, which are subject to fraud. The U.S. territory requires all citizens to apply for new birth certificates, no matter how old they are.

"[They are trying] to get a handle on the identity theft problems because a lot Puerto Ricans have been victimized by identity thieves from other parts of the Caribbean — especially the Dominican Republic, which has got all kinds of issues with crime," Zimmer said.
