President Barack Obama seems too apprehensive to take on the Islamic State (ISIS) and radical Islamists in general, says Republican Tennessee Rep. Marsha Blackburn.

"I think also leadership matters tremendously," she said Sunday on CNN's "State of the Union."  "And our president has shown himself incapable of leading in this fight."

Russian President Vladimir Putin and French President Francois Hollande have been leading in the fight against ISIS since the deadly terror attacks on a Russian jetliner and the city of Paris, she said, while Obama "seems very timid of taking ISIS and radical Muslim extremism on. He can't even say the word."

Former Democratic Sen. Bob Kerry of Nebraska, on the same panel, said the war with ISIS will be more than a physical war, but that if it is an actual physical war it will require ground troops, not just the airstrikes currently taking place.

"We didn't win in Europe by just bombing. We landed troops," Kerry said.

"You can't win," Blackburn said. Obama "has to have a strategy first."
