Georgia is the first state to join a compact that has been formed to push the federal government to balance its budget and rein in spending, thanks to Rep. Paulette Rakestraw.

"The problem in Washington is the structure. You can replace everyone there and it's not going to change," said Rakestraw, former chairwoman of Compact for a Balanced Budget Commission, The Daily Signal reports.

"We are the peacekeepers of the world. If the dollar crashes, if America isn't solvent as a nation, it becomes a major security risk," she added.

The "Compact for America" proposal, in addition to Georgia, includes Alaska, Mississippi, North Dakota, and Arizona. A balanced budget convention would require 34 states to call for one, the Signal reported.

The compact needs 29 more states to get a convention, and 33 more to get any action ratified.

"States cannot spend outside our means. The federal government shouldn't be allowed to," Rep. Yvette Herrell of the Balanced Budget Amendment Task Force said.

The compact's proposal would put the debt limit at 105 percent of the outstanding debt, and states would gain the ability to vote down Congress seeking to take on more debt. Tax increases would need a supermajority in Congress to pass. Deficit spending, however, would be allowed in case of war and other national emergencies.

Former presidential candidate Gov. John Kasich has issued his support for a balanced budget amendment. The Wisconsin Republican's independent political group will help push for the amendment, according to CNN.
